CSS desktop vs laptop display problem ?

Hi,

I am a beginner on using CSS...why is that my output on my design on desktop computer becomes not good and in the right position when i tried to run it on my brother's laptop?is there anything i can about this matter? i mean how am i suppose to do a design that will perfectly display on both desktop and laptop without any changes on the output?

Please help.

I didn't find the right solution from the Internet.

The reason that websites doesnt look the same on different laptops is because of multiple things.

First, the HTML and CSS framework are created and maintained by W3C, these guys dictate how different HTML blocks and CSS rules should work.
Different browser manufactures than implement these elements and rules, but they can add their own flair if they so desire. Also some browsers support new
elements faster than others, which is why a website can work in one browser and not another.

Next to that all screens have different sizes in terms of width and height + rotation, which also affect your elements. To adjust your layout to different sizes its custom to use media queries and a non-fixed designs, take a look at the new CSS grid design.
